About Us

BPOA, the grassroots trade association championing rental housing providers in Berkeley, is proud to represent a diverse membership of over 700 owners and affiliated professionals. Our community includes housing providers with portfolios ranging from a single unit to hundreds of properties. No matter the size of your holdings, BPOA is the place where every rental owner belongs and thrives.

Our association is particularly dedicated to the majority of small housing providers, yet we recognize and support the unique needs of larger portfolio owners. Whether you're managing a handful of units or overseeing an expansive collection, BPOA is more than just an association—it's your dedicated partner in maximizing efficiency and minimizing risk.

Why Join BPOA?

  • For Vital Resources: We offer the tools, education, and guidance needed to navigate the complexities of rental property management.
  • For Advocacy: We fight tirelessly to protect your interests and ensure your voice is heard in political and legal arenas.
  • For Community: We connect you with like-minded professionals through networking opportunities and events.

BPOA & BRHC's Key Accomplishments

Our advocacy has delivered real results for rental housing providers:

  • Legislative Wins:

    • Successfully delayed the Tenant Opportunity to Purchase Act (TOPA) for three consecutive years.
    • Blocked mandates for automatic door openers in buildings with four+ units.
    • Prevented the rollback of the 2023 AGA of 4.4%.
    • Thwarted mandates for stove ventilation systems in all units.
    • Secured Berkeley property owners a seat at the state legislative table.
  • Preservation of Property Owner Rights:

    • Maintained stable rent registration fees for five years.
    • Protected your right to raise rents between tenancies.
    • Ensured rent control does not apply to single-family homes, condos, and certain ADUs.
    • Preserved your ability to charge 10% for additional tenants.
